Yes, the driving is crazy. So the conversion of your license should be the least of your worries. The topmost question should be : can I actually drive in the Philippines ?
I suggss you first ride in the front passenger seat of a car driven by a friend. Then, try to imagine yourself driving. Would you slow down at this point? Stop? Accelerate? If you think you are getting the feel of driving in the Philippines, that is the time you think of converting your license. Otherwise, you may have a license you will never get to use.
I think the learner license converts to student, and the restricted license converts to non-professional. But the LTO people would be able to guide you in this area better.
